First of all Create a Gmail Account >> Go to Blogger.com and Log in with your Gmail account. You will be redirected to Blogger Main page. From the Blogger Main page, hit the New Blog button to create your blog. A popup window will appear which will allow you to set your blog's initial setting.

Click Create Blog button and your blog will appear on your Dashboard.
